Make "library" of an organization available to all with a permission. Bypass the need for going to "marketplace" for all company programs

Currently, CR has a Network Marketplace.  If users with "create learning tree" permission make a template, the template goes to the network marketplace.  If 10 users make 10 books each, the network marketplace has 100 items.  If any of those authors makes a change, the users all have to go back and get the new one.  This is a long process in terms of notices and such.   There should be permission to "make programs for company library"... and when made, users with permission to "have access to company library" would have these programs.  Additionally, if the author of TEMPLATE A makes a program, and then updates it, it gets updated in the company library.

Yes! This has been really cumbersome for us, so much that I rarely use the programs that others have written in my organization as I find it's easier to write them from scratch. Especially if the template needs editing and the other person forgets to download the new version, it gets messy.
